Open a new image [400, 400, Black, 16 million). Set foreground to white.
Paint the image with a sunburst gradient [flood fill > sunburst]. Make it a mask on itself [masks > new > from image > this window]. Clear the image [edit > clear]. |

Paint the masked image with radial gradient [tolerance=200]. Note: Tolerance must be maxed out (200) to paint on a mask effectively. |
| Make a copy of this image(1) [edit > copy] and paste as a new image(2) [edit > paste > as new image]. Rotate it 90 degrees to the left [image > rotate > left > 90 Degrees] |
| Add image(1) and image(2) together [image > arithmetic]. On the arithmetic window, use the dropdowns to find the two images (try may be showing already), check "lightest", check "all channels", check "clip color values", divisor=1, bias=0 Click ok. |

Rotate the new image(3) 45 degrees to the right [image > rotate > right > free > 45 Degrees].
Using the Selection Tool: Ellipse [feature=2], select an long skinny ellipse as shown here by the dashed ellipse.
Copy it [edit > copy] and paste it as a new image [edit > paste > as new image] |
| With any luck, you should have a feature at this point. Use the retouch tool [smudge > size 10 > opacity 100] and pull down some color for the quill. For more fun, use the color adjustments (RGB) or colorize for different colored feathers. Enjoy! |
