Open a new picture (any size), background should be white and colors set to 16 million. Draw a blue filled rectangle.

Use the magic wand and click on the blue rectangle to select it.

|
From the top line menu click "Selections" then "Modify" then "Feather". Set feather to 9 and click OK.

Press the delete key about 5 to 6 times or until most of the blue is gone.
|

Zoom in on the top left corner of what is left of the rectangle and find the darkest cluster of dots. This is really just one pixel of light blue and will be exactly in the corner.

Paint the pixel right above the darkest cluster of dots that you found in the corner. This is very important and must be exact.

|
Paint well inside the rectangle to fill in most of the rectangle.
|
|
Paint right above what you just filled in, to complete most of the inside feather.
|
|
Staying away from the corners, paint the remaining white lines surrounding the inside blue rectangle. If you paint the corners you will lose the glass effect.

STEP 10: Dezoom and deselect. Reduce to 256 or 16 colors. Shown here is 16 colors.
