Open a new picture (any size), background should be black and colors set to 16 million. Draw some lines in a star fashion using red pen set to size 5.

Change the color to orange and size to 7. Draw around the red lines in a leaf fashion.

Change the color to yellow and size to 10. Draw around the orange in a leaf fashion.

Select the Smudge tool and set it's size to 10, Opacity to 70, Round, and none for Texture. Using the left mouse button, swip upwards on some paint letting go of the button as you swip. This will take a little pactice which I have not done. Enjoy.
