Open a new picture (any size), background should be black and colors set to 16 million. Draw a word using "Impact" font with size set about 48. NO antialias.

With text still selected, from the top line menu click "Selections" then "Modify" then "Feather". Set feather to 4 and click OK.

Paint fill the inside of each letter with black. (Tolerance set to 0)

From the top line menu click "Selections" then "Modify" then "Transparent Color". Set to background and 0 tolerance then click OK.

From the top line menu click "Selections" then "Modify" then "Feather". Set feather to 4 and click OK.

From the top line menu click "Selections" then "Save" and name the selection whatever you like. (This selection can now be used over and over with different colors making different colored neon.) Clear the entire picture or open a new one. From the top line menu click "Selections" then "Load". Pick and load the selection just saved.

Paint the inside of any two lines (but not in the very middle of any letter) with any color you like. Keep in mind that neon is bright so use bright colors.

From the top line menu click "Colors" then "Adjust" then "Brightness/Contrast". Set brightness to 30 and Contrast to 60. You can also boost your color by adjusting Reb/Green/Blue. In this case, I boosted blue by 50%.

STEP 9: Add some drop shadow if you like, reduce to 256 or 16 colors. Shown here is 16 colors with drop shadow of 2 all the way around, blur set to 25 and opacity set to 255.
